This is an unofficial world record. At age 17, Kieren shattered the previous world record by 4.5 seconds but finished just 0.22 seconds behind former East German Jorg Hoffmann. However later Hoffmann admitted he had been on steroids. The swim was also a Commonwealth and Australian record for Perkins (as well as a Commonwealth and Australian record at the 800m split.). It is still the fastest time swum by a 17 year old over 1500m anywhere in the world.
